Compare the full cost before choosing furnished
Buying a furnished off-plan apartment can save you the work of setting up a home after handover. That can be useful if you live outside Dubai or want someone else to coordinate the interiors. But you still need to know what the package costs and what you will receive.
When comparing Dubai off-plan properties, check the exact unit price, furniture specification and payment dates together. An apartment described as fully furnished may include a different package from another developer's offer.
Quick answer: A furnished off-plan apartment can suit a buyer who values a complete handover package. An unfurnished apartment can offer more control. Compare total purchase cost, the signed inventory and realistic net rental income before choosing.
Check what furnished actually includes
Ask for an itemised specification covering furniture, appliances, curtains, lighting and any other promised items. Confirm quantities and quality, rather than relying on a show-apartment photograph.
An unfurnished apartment may still include fitted kitchen cabinets, wardrobes or appliances. A semi-furnished apartment may include selected items. The contract must clarify the actual inclusions in each case.
For example, if you are reviewing Imtiaz Developments projects, the developer's official marketing describes fully furnished apartments. You can examine the Raw District 2 project details as one project to investigate, then request the current specification for your exact unit. Marketing material does not establish every contractual inclusion or confirm current availability.
The important question is whether the promised package suits the person who will occupy the apartment.
Compare three ways to buy and furnish
You may encounter furniture included in the property price, an optional developer package or an apartment you furnish independently after handover. Compare the complete specification and the final written cost of each route.
The following example is hypothetical. It is not a quotation for Raw District 2 or any other project. Assume comparable apartments with the same non-furniture features and equally suitable furnishing packages.

The separate furnishing quotations are assumed to include delivery, assembly and any applicable VAT. The optional package is assumed to be billed separately without changing the registered property price. If the actual contract treats it differently, recalculate the fees.
DLD's initial-sale registration service lists 2% for the seller and 2% for the purchaser, plus stated fixed fees. This example assumes the buyer bears the combined 4%; confirm the allocation in your documents. The AED 4,000 allowance is an assumption, not an official tariff.
Here, the included package costs AED 6,400 more than the optional package and AED 4,400 more than furnishing independently. Zero separate furniture charges do not mean furniture has no economic cost.
These subtotals exclude financing, inspections, utility deposits, insurance and ongoing ownership costs. Add those to your own budget. In a real comparison, differences in floor, view, layout and building quality can also explain a price gap; do not attribute the entire gap to furniture.
Check when the cash leaves your account
Now assume an identical 20/40/40 property payment schedule. Registration and the assumed fixed fees are paid at booking. Separate furnishing packages are paid at handover.

The included package needs AED 8,400 more at booking and AED 14,000 more during construction. Its final payment is lower because the furniture cost is already inside the property price.
A separately paid package preserves more cash earlier but increases the handover bill. Your actual payment dates may differ. Map every instalment against available cash, and allow for setup time after completion. Furniture alone does not make an unfinished apartment ready to rent.
Work out the extra rent you would need
For an investor, the furnishing decision also depends on the additional income after running costs. Start with realistic annual rent for genuinely comparable furnished and unfurnished units.
Suppose you buy the AED 1 million unfurnished apartment above and consider the optional AED 30,000 package. The annual figures below are assumptions, not current market rents or a forecast.

The shared AED 20,000 allowance covers assumed service charges, ordinary maintenance, standard management and base vacancy. The furnished case adds AED 5,000 of annual costs. Actual responsibilities and costs must be checked against the tenancy and management agreements.
The extra AED 8,000 in headline rent therefore leaves AED 3,000 of additional operating cash. Recovering the AED 30,000 setup cost would take 10 years on that simple calculation.
If you want recovery within five years, you need AED 6,000 a year towards the initial package. Add the assumed AED 5,000 extra annual running costs, and furnishing must generate AED 11,000 more annual rent, about AED 917 a month, to meet that target.
This is a simple payback test. It excludes financing, the time value of money, major replacement and resale proceeds. Include replacements when expected, and avoid counting the same expense twice. If the package needs a major refresh before payback, the investment may be less attractive than the headline rent suggests.
Use evidence from comparable apartments
Match the building, bedroom type, usable area, floor, view, condition and parking before comparing rents. Also check whether bills, cleaning or services are included. A serviced monthly rental is a different product from a normal annual tenancy.
Ask for recent achieved rents where available, together with current competing listings. Asking prices show what owners want; they do not establish what tenants have paid.
DLD's Smart Rental Index launch announcement describes building assessment using location, structural characteristics, finishes, maintenance and services. It reinforces the need to compare the actual building. It does not establish a future furnishing premium for an uncompleted project.
For an off-plan purchase, refresh the rental comparison as handover approaches. Today's tenant preferences and competing stock may change before your apartment is usable.

An unfurnished unit or a genuinely optional package |
A furnished purchase can make sense when you value the specification and the price is reasonable. An unfurnished purchase can suit someone who wants control over quality, spending and the eventual rental strategy. If the evidence does not justify a furnishing premium, convenience becomes a personal spending choice.
Short-term letting needs a separate assessment. Dubai's Department of Economy and Tourism provides a Holiday Homes permit service. A furnished apartment is not automatically authorised to operate as a holiday home. Check the applicable approvals and full operating costs before relying on that income.
Get the furniture promises into the documents
Before paying, request answers to these questions:
- Which furniture and appliances are included, with quantities and specifications?
- Can the developer substitute items, and what standard must replacements meet?
- Who supplies, installs and inspects the package?
- When does each warranty start, and who handles claims?
- What happens if furniture arrives late or items are missing or damaged?
- Is there an unfurnished alternative, an opt-out or a separately priced package?
- Use the Dubai off-plan SPA checklist to review how the specification fits into the signed contract pack. At handover, check the delivered inventory against that pack and record defects.
For an investment apartment, also confirm expected ownership costs. DLD's Service Charge Index provides approved charges for jointly owned properties. Treat a future off-plan charge quoted by a developer as an estimate until the applicable approved budget is available.
Frequently asked questions
Is a furnished off-plan apartment better for investment
It depends on the total price, package quality and achievable additional rent after costs. A furnished unit can be convenient and still need a stronger rental premium to justify the extra capital.
Does fully furnished mean everything is included
Only the signed specification establishes the promised items. Confirm appliances, curtains, lighting and smaller items individually. A show apartment may contain decoration or upgrades that are excluded.
Can I furnish an unfurnished apartment after handover
Usually this is a practical option, subject to the building's access and fit-out requirements. Allow for delivery, installation and the period before the apartment can be occupied or let.
Will furniture increase the resale price
Do not assume you will recover its original cost. A future buyer may value the package differently depending on its condition and their intended use. Agree explicitly whether furniture transfers with a resale.
Request a comparison before you book
I would compare the exact apartment, complete specification, total cost and payment schedule before choosing either route. For an investor, I would also calculate the additional rent needed to recover the package cost within the planned holding period.
To compare suitable off-plan apartments in Dubai, share your total budget, cash available during the first 12 months, purchase purpose, preferred area and latest acceptable handover period. Mention whether you want to use the apartment yourself, rent it annually or explore licensed short-term letting.
That gives us a useful basis for a shortlist and a furnishing comparison before you commit.
